    The first human dose of a vaccine aimed at the Ebola strain now burning through eastern Congo was given on Monday. Moderna's mRNA-1469 entered a Phase 1 trial at three sites in Canada, the Coalition for Epidemic Preparedness Innovations announced, after Health Canada authorized the study. About 80 healthy adult volunteers will take part.

    The gap it targets is specific. Highly effective licensed vaccines exist for Zaire ebolavirus, the strain behind most past outbreaks. There is no approved vaccine or treatment for Bundibugyo ebolavirus, which was long treated as rare and which the World Health Organization declared a public health emergency of international concern on May 17.

    The outbreak is outrunning the response. As of Tuesday, Congo had recorded 3,802 cases and 1,707 deaths, STAT reported from Bunia. The 2014 to 2016 West Africa epidemic took about eight months to reach 1,000 deaths. This one has moved faster, patient zero has still not been identified, and Africa CDC Director-General Jean Kaseya said Tuesday that 60 to 70 percent of new cases come from community spread rather than contact tracing.

    "Contact tracing is not working," Kaseya said during a visit to Bunia, near the outbreak's epicenter in Ituri province. The WHO is now monitoring more than 17,000 potential contacts and testing over 2,000 samples a day, up from 20.

    Moderna's candidate is one of four Bundibugyo vaccines CEPI is funding in parallel, alongside two rVSV-based shots and an Oxford candidate that began its own trial in late July. The response is also short of money, more than 100 health workers have been infected, and staff in the hard-hit town of Mongbwalu issued a 24 hour ultimatum this week over unpaid wages.

    The pattern here is hard to ignore. A funding gap decides who gets help, the same arithmetic that showed up when a $200 million legal aid contract expired and when the IMF cut global growth over an energy shock that lands hardest on food. A Phase 1 result is months away. The outbreak is not waiting.
